Abstract
The introductory commentary notes the importance of collaborative problem solving, citizen involvement, a commitment to bottom-up planning, decentralized decision making, a decreased emphasis on rules and an increased emphasis on the results that citizens regard as important. The discussion also notes the importance of integrating services across jurisdictional and professional lines. Individual articles discuss obstacles encountered in implementing community policing, drug law enforcement and crime prevention efforts, police services to seasonal workers, and the Department of Justice’s Law enforcement Coordination committee program. Additional articles discuss community policing as a philosophy rather than a program, the steps involved in organizational change, challenges in rural policing, and the use of a mobile response center.
