THE JUVENILE INDEX, ONE OF THE MORE RECENT EXPANSIONS OF THE METROPOLITAN ORLEANS TOTAL INFORMATION ONLINE NETWORK (MOTION), INCLUDES SUCH INFORMATION AS NAME, CRIMINAL STATUS, ARRESTS, DISPOSITIONS, AND PHYSICAL DESCRIPTIONS.
Abstract
THE JUVENILE INDEX DUPLICATES DATA TYPES AVAILABLE IN THE ADULT CRIMINAL HISTORY RECORD, BUT RESTRICTS ACCESS TO THIS INFORMATION. A DESCRIPTION OF THE MOTION SYSTEM IS PROVIDED. THE MAJOR FACETS IN THE IMPLEMENTATION OF THE JUVENILE INDEX WERE: 1) SCREENING CRITERIA AND PROCEDURE DOCUMENTATION, 2) CODING THE INFORMATION FOR ENTRY, 3) ENTRY OF THE CODED DATA INTO THE MOTION FILES, AND 4) MAINTENANCE OF THE DATA BASE. THE INDEX HAS IMPACTED THE JUVENILE DIVISION IN THE FOLLOWING AREAS: MADE THE JUVENILE ALIAS FILE AVAILABLE TO THE ENTIRE DEPARTMENT, IMPROVED AND INCREASED WARRANT-WANT CHECKS, EASED FOLLOW-UP INVESTIGATIONS AND AIDED IN SUSPECT IDENTIFICATION. THE APPLICATIONS OF THIS ENDEX TO EVALUATION OF THE NEW ORLEANS CRIME SPECIFIC PROGRAM ARE DISCUSSED. FUTURE EXPANSIONS OF MOTION AND THE JUVENILE INDEX ARE ALSO CONSIDERED.
