Following information on the organization, budget, and crime data reported to the Illinois State Police (ISP) for 1999, this 1999 Annual Report of the Illinois State Police describes ISP activities under the following topics: human resource, integrity, patrol, investigation, forensics, communication, information service, and agency support.
Abstract
The human resource efforts of ISP involve identifying, recruiting, educating, and retaining the most qualified personnel to perform as Illinois State Police. A description of the program of the ISP Academy notes that the largest cadet class in the history of the ISP graduated from the Academy on September 30, 1999, with 104 members. Human resource efforts of the ISP also include a pioneering Medical Response System, which links ISP employees and their immediate family members with expert medical consultation and referral. Also in the area of human resource, Critical Incident Stress Management teams were deployed six times to debrief officers following shootings, an officer suicide, and a train crash. In the area of integrity, the ISP has used education and swift and impartial investigations of all allegations against ISP personnel to reduce the incidence of misconduct in the executive branch. Data are provided on cases investigated in 1999. An overview of patrol efforts encompasses the activities of the Division of Operations, which focuses on law enforcement through patrol, assisting motorists, responding to emergencies, and doing whatever must be done to protect the rights, property, and lives of Illinois citizens. In the area of investigation, noteworthy achievements in 1999 were a Sex Offender Registry Internet Page, the Child Homicide Task Force, improvements in the Automated Fingerprint Identification System, and a new Criminal History Record Information System. Forensic services are described, along with improvements in communication technology and information services, as well as improvements in the infrastructure and work environment that promote the safe and efficient accomplishment of agency goals. 5 figures and 5 tables
