This report presents data on drug use, drug law offenses, violence, drug law enforcement, and related police activities in Illinois and presents the State's FFY1997 strategy to control drug law offenses and violent crime.
Abstract
Data came from surveys of Illinois residents and criminal justice personnel, formal evaluations, panel presentations, public hearings, and official records. Results revealed that criminal justice agencies are arresting, prosecuting, and convicting record numbers of offenders and that an increasing proportion of identified offenders are receiving drug treatment. Statewide indicators of violence are also encouraging. In addition, in addition, measurable improvements have occurred in neighborhoods and communities where programs funded through the Edward Byrne Memorial Grant Program have been implemented. Nevertheless, neither the supply nor the price of drugs in Illinois seem to have been affected. In addition, the long-term decrease in drug use among the Illinois General population and youth appears to be reversing. Moreover, offender drug use remains at a high level. Citizens' continued fear and perception of violence are also of concern. The State's proposed strategy for FFY97 continues effective programs, particularly those related to the apprehension, prosecution, alternative sanctions, and treatment options for drug offenders. In addition, the State will seek to focus limited new funds on programs to increase the effectiveness of the criminal justice system, use technological advances for information sharing, and develop programs to help youth recognize the risks associated with violence and drug use. The strategy includes an extensive evaluation program. Tables, appended tables and background information, and 43 references
