THIS REPORT CONTAINS THE RESULTS OF A STATEWIDE STUDY OF JUVENILE DETENTION FACILITIES AND PRACTICES, AND PRESENTS COMPREHENSIVE RECOMMENDATIONS FOR LEGISLATIVE AND PROCEDURAL REFORMS FOR JUVENILE DETENTION.
Abstract
AMONG THE PROJECT ACTIVITIES WERE A FIELD SURVEY OF ALL OPERATING DETENTION FACILITIES, WITH THE EXCEPTION OF MUNICIPAL LOCKUPS AND ALL COOK COUNTY FACILITIES; AN IN-DEPTH ANALYSIS OF THE ILLINOIS JUVENILE COURT ACT; AN EXTENSIVE STUDY OF DETENTION PRACTICES AFFECTING JUVENILE OFFENDERS, AND MEETINGS WITH PERSONS ACTIVE IN THE FIELD OF JUVENILE JUSTICE. THE FINDINGS OF THIS STUDY INDICATED THAT DETENTION SERVICES STATEWIDE ARE STILL INADEQUATE, AND THAT REFORM EFFORTS IN THIS AREA OF THE JUVENILE JUSTICE SYSTEM HAVE BEEN CONCENTRATED PRIMARILY IN THE THEORETICAL AND PLANNING PHASE. IN TOO MANY INSTANCES, IT WAS FOUND THAT DETENTION WAS THE FIRST AND ONLY RESPONSE TO JUVENILE DELINQUENCY AND JUVENILE DEPENDENCY. FOLLOWING EACH MAJOR RECOMMENDATION FOR REFORM, THE REPORT PRESENTS A BRIEF OUTLINE OF THE NEDD FOR THE REFORM AND THE STEPS THAT MUST BE TAKEN FOR ITS IMPLEMENTATION.
