Criminal justice factors believed to influence the Illinois prison population levels are analyzed for fiscal year 1982.
Abstract
The report examines factors related to rate of admission (reported crime, arrests, dispositions, convictions, imprisonment, probation, and jail practices), length of sentence (criminal code), and length of stay (good time), as well as corrections fiscal, population, and capacity data. With a 33.5 percent statewide increase in reported index of crimes for the 1972-1979 period, across-the-board increases in criminal justice activities are noted. Index crime arrests increased 24.2 percent statewide, 13.4 percent in Cook County, and 46.7 percent downstate, while felony dispositions increased 189.5 percent statewide, 332.7 percent in Cook County, and 125.1 percent downstate. Convictions increased 252.3 percent statewide, 469.9 percent in Cook County, and 120.5 percent downstate, and convictions to imprisonment increased 141.7 percent statewide, 177.2 percent in Cook County, and 92 percent downstate. Convictions to probation increased 176 percent statewide, 221.5 percent in Cook County, and 131.1 percent downstate. Jail capacity remained relatively constant. Projections predict an adult prison population of 16,420 in fiscal year 1985, which is a 24-percent increase over current capacity. Community services population is expected to rise by over 20 percent by fiscal year 1982. The juvenile division population has reached the maximum rated capacity level. Expectations are that the juvenile population will increase annually by 5 percent. Tabular and graphic data are provided.
