Abstract
During fiscal year 1995, Illinois corrections has again experienced substantial growth in the inmate population. It is projected that the Department will be responsible for some 41,726 inmates by the end of fiscal year 1996. Fiscal year 1995 saw a turn around for ICI, as revenues increased by 11 percent to $42.1 million. ICI operating losses that were attributed to the cascading effect of Department of Corrections' cost containment programs decreased by 54 percent. During fiscal year 1995, ICI continued to expand recycling efforts. Two ICI programs have had a direct impact on improving the quality of life for Illinois' citizens. Working with local units of government, ICI operated a household appliance pick-up and recycling program. In this program, appliances are broken down to their recyclable components. Working with the Environmental Protection Agency, ICI has cleared unmanaged tire dump sites throughout Illinois. The primary mission of ICI is to provide assignments for adult inmates in productive endeavors. During fiscal year 1995, ICI increased inmate assignments by 12 percent. These inmate workers were engaged in diverse modern industries such as processed food production, data entry and microfilming services, eyeglass manufacturing, and telemarketing. This report provides data on sales, cash flows, revenues and expenses, and inmate assignments.
