The curriculum provided in this manual for juvenile justice professionals examines young persons and their development, needs, and problems and looks at the environmental and social context in which youths live.
Abstract
The first module reviews adolescent development, critical issues for youths who enter the juvenile justice system, adolescent drug and delinquent behavior, the progression of drug involvement and risk factors for initiating drug use and delinquency, and effects of mood- altering substances on adolescents. The first module also examines components of the juvenile justice system that affect the lives of adolescents, their families, schools, health care, and social welfare. The curriculum's second module provides an overview of program development for drug- involved juvenile offenders and considers the decisionmaking process involved in creating policies, need and resource assessment procedures, legal and economic issues associated with a drug use identification program, and the importance of program evaluation. The third module provides technical information for three types of drug use identification: assessment instruments, drug recognition techniques, and chemical testing. This module also incorporates information on intervention strategies, youth with special needs and circumstances, and juvenile justice staff responsibilities and training. Appendixes include additional information on State laws and juvenile court age limits, as well as chemical testing forms and a glossary. 25 tables and 8 figures
