The article reviews the 18 step International Association of Chiefs of Police (IACP) facility planning model.
Abstract
The authors discuss the roles and responsibilities of law enforcement executives tasked with the oversight of the design and construction of a new police facility. The authors acknowledge that for most law enforcement executives, this oversight process will happen only once in a career and therefore this process is often unknown to the people handling it. The authors’ review the IACP model for effectively managing this process. The model consists of the identification and documentation of existing facility problems, the assembly of an internal police planning team, the development of consensus for political support of the new facility, the identification and acquisition of planning funds, the documentation of police policy, the establishment of a project predesign team, the acquisition of community support for the new facility project, the evaluation of new facility options, the completion of a site evaluation, the development of preliminary costs and design analyses, the acquisition of project funding, the purchase of the site, the delivery of design and construction services, the selection of an architect, the finalization of facility design, the construction of the facility, and the development of occupancy strategy.
