A hoodlum clique is a criminal group of three or more members that meets regularly to commit hooliganism under the organization and command of a leader.
Abstract
Gang members meet to commit crimes together. Common crimes committed by such cliques include organized fighting, often armed; provoking quarrels; assault; theft; disruption of public order; mugging; and group promiscuous acts. The punishment of gang members requires a strong sense of policy. Differentiation among members should be made. The leader should be held responsible for the group's premeditated acts and should be punished severely. Those deserving the death penalty should be executed. Those whose crimes are minor should be given an opportunity to reform themselves through labor. Some need not be arrested or indicted. Those who have turned themselves in and have confessed should be sentenced lightly. In this way, it is possible to implement the People's Republic of China's policy of combining punishment and leniency and to deal with hoodlum cliques promptly and in accordance with the law.
