This manual is intended to guide counties in setting up and managing their own parole programs.
Abstract
County parole is a mechanism whereby a convicted and incarcerated inmate may be released from jail before the sentence is complete. Parole entails a period of supervision which is designed to assist in the parolee's crime-free reentry into society. The manual is divided into four main sections: (1) County Parole Described: an overview of county parole and general eligibility requirements, as well as the different forms of parole that can be offered for special cases; (2) Administrative Procedures: the dynamics of the parole system, from inmate processing through actual parole and revocation and administrative procedures necessary to implement each stage of the program; (3) Program Issues: legislation, funding, staffing, community support, evaluation; and (4) Benefits and Pitfalls. Appendixes (sample forms, sample reports, legislation, sample budget, the role of the county parole officer, resource list)
