THE VOLUME INCLUDES AN EXAMINATION OF THE EXISTING CRIMINAL JUSTICE SYSTEM AND AVAILABLE RESOURCES, OUTLINES A MULTI-YEAR PLAN INCLUDING NEEDS AND PROBLEMS, A STATEMENT OF PRIORITIES AND IMPROVEMENT PROGRAMS, BUDGET AND FINANCES AND A FORECAST OF RESULTS AND ACCOMPLISHMENTS, PROVIDES AN ANNUAL ACTION PROGRAM AND RELATED STATE PLANS WHICH BEAR ON THEIR PLANNING FUNCTION. ORGANIZATIONAL AND ADMINISTRATIVE STRUCTURE FOR PLAN IMPLEMENTATION IS REVIEWED AS IS FISCAL RESPONSIBILITIES OF STATE AND LOCAL GOVERNMENT AND A SURVEY OF CRIME.
