The elimination of the Community Oriented Policing Services program and the proposed elimination of the Department of Commerce are two reasons President Clinton has promised to veto spending legislation that would provide a $475 million appropriate for the Edward Byrne Memorial State and Local Law Enforcement Assistance formula grant program.
Abstract
The House and Senate conference committee agreement would also direct $617 million for a prison construction program that would require violent offenders to serve at least 85 percent of their sentences. It would also appropriate $1.9 billion to implement the Local Law Enforcement Block Grant program, which would fund the hiring, training, and employment additional police officers and support personnel. The conference report would allow block grant funds to be used to establish crime prevention programs involving cooperation between community residents and law enforcement personnel. Programs include the Drug Abuse Resistance Education program, National McGruff Network programs, Boys and Girls Clubs of America, Neighborhood Watch programs, and other direct police-sponsored programs.
