The Hostage Relief Act of 1980 provides certain benefits to individuals held hostage in Iran or elsewhere between November 4, 1979, and January 1, 1983.
Abstract
The act provides that pay and allowances shall be allotted to a special savings fund providing interest at a rate which is equal to the average rate paid on U.S. Treasury bills with 3-month maturity. In addition, provision is made for the payment of medical and health care expenses for hostages and their families which are incident to being a hostage and which are not covered by insurance. Provision is made for education and subsistence benefits for the hostage's family and the hostage after release. The act also provides that the incomes of hostages shall not be taxed during captivity or hospitalization resulting from captivity and describes other tax benefits. Finally, the act calls upon the President to make a formal request that the International Committee of the Red Cross make regular and periodic visits to the hostages.
