THIS IACP (INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE) TRAINING KEY PRESENTS THE PRINCIPLES AND PROCEDURES OF HOSTAGE NEGOTIATION FOR THE POLICE OFFICER, WHO IS OFTEN THE FIRST TO ARRIVE AT THE SCENE.
Abstract
ALL POLICE OFFICERS SHOULD BE FAMILIAR WITH THE PRINCIPLES OF NEGOTIATION SINCE, IN THE ABSENCE OF TRAINED SPECIALISTS, THEY MAY BE CALLED ON TO ESTABLISH THE PROPER CLIMATE FOR NEGOTIATION OR TO ACT AS NEGOTIATORS. SUCCESSFUL NEGOTIATION PROCEDURES ARE CHARACTERIZED BY PATIENCE, OPEN COMMUNICATION, AND A WILLINGNESS TO WORK TOGETHER AND BARGAIN. THE NEGOTIATING OFFICER MUST CONSTANTLY BE AWARE THAT HIS ABILITY TO ACT IS LIMITED BY THE PERILOUS SITUATION OF THE HOSTAGES. (AUTHOR ABSTRACT)
