This manual presents guidelines for use by organizations that serve children and youth regarding the screening and selection of employees and volunteers.
Abstract
Every school system and youth-serving organization should have clear policy guidelines and procedures to eliminate individuals who have a criminal background of misbehavior involving children. Any record screening program must consider rights of privacy and due process as well as the right to a hearing when disqualification is involved, while balancing the rights of individuals assisted by the youth-serving professional. The process should begin at the hiring phase to identify potential problem applicants. These guidelines include the essential records screening components; procedures for gathering, monitoring, and maintaining data; and due process and appeal guidelines for potential employees.
