Abstract
In 1987 the Center for Substance Abuse Prevention (CSAP), through the High Risk Youth Demonstration Grant Program, began awarding grants to develop innovative programming tailored to meet the needs of identified sub-populations of youth at high risk for substance abuse. Community-based organizations, universities, and local agencies in 42 States were funded that year. Special initiatives have since been developed for grantees to include prevention of violence and HIV/AIDS in their programs and to address the needs of adolescent females, disabled persons, and specific ethnic/cultural groups. The kit identifies youth at high risk, describes CSAP's conceptual framework of substance abuse prevention, discusses what makes programs effective, and examines 19 model drug abuse prevention programs. It also includes a primer on effective programs. Notes, tables, figures, resources
