The report discusses the organization, jurisdiction, and powers of the Hawaii Commission on Judicial Discipline and summarizes its second year of operations.
Abstract
It briefly summarizes the complaint procedure and formal proceedings under which the commission undertakes inquiries into the conduct of a judge. During fiscal year 1980-81, the commission received eight complaints and completed nine evaluations, of which seven were dismissed. In two cases, the commission expressed concern regarding a judge's courtroom demeanor and a judge's public comments relating to a defendant's guilt or innocence. The commission's educational activities included participation in a national conference of judicial conduct commissioners and membership in the American Judicature Society. The empowering legislation and order of appointment of the commission are appended.
