In compliance with the mandatory reporting requirements of the Hate Crimes Act of 2000, this report presents the findings of a statistical analysis of hate crimes recorded by law enforcement agencies in New York State for 2010.
Abstract
A total of 699 hate crimes were recorded by police agencies in New York State in 2010, a 2-percent increase from 2009. New York City reported 350 hate crimes (up 27 percent from 2009) and 130 hate-crime arrests; the rest of the State reported 337 hate crimes (down 14 percent) with 133 arrests. Hate crimes against persons (460) increased 29 percent in 2010, and hate crimes against property (239) declined 26 percent. The most frequently reported motivation by perpetrators of hate crimes in 2010 were bias against Jews (31 percent), bias against Blacks (20 percent), bias against male homosexuals (16 percent), and bias against Hispanics (8 percent). Most hate crimes consisted of destruction, damage, or vandalism of property (32 percent); simple assault (30 percent); or intimidation (23 percent). Of 97 offenders convicted of a hate crime as of May 2011, 37 percent received a jail or prison sentence, and 9 percent were sentenced to probation. 13 tables
