This film discusses the national volunteer anticrime effort, 'Hands Up,' funded by LEAA and developed by the General Federation of Women's Clubs.
Abstract
The film focuses on the organization of volunteers into small citizen's groups called 'syncon' units which are set up so that members can reach a consensus on the issues. Emphasis is placed on the 'Hands Up' slogan and the importance of all citizens working together to find solutions to the crime problem.
