REPORT EXAMINES PUBLIC AND GOVERNMENTAL REACTION TO CRIME INTELLIGENCE UNITS, THEIR LIMITATIONS AND POTENTIAL, AND OFFERS SUGGESTIONS FOR IMPROVEMENT.
Abstract
THIS STUDY IS BASED ON AN EVALUATION OF 16 PROJECTS THAT RECEIVE LEAA FUNDS TO HELP COMBAT ORGANIZED CRIME IN CALIFORNIA. IT ACKNOWLEDGES THAT PUBLIC INFORMATION ABOUT INTELLIGENCE UNITS IS LIMITED OR DISTORTED. CRITICS OF INTELLIGENCE, IT SAYS, HAVE BECOME OUTSPOKEN, COUNTERPOSING THE PUBLIC'S RIGHT TO PRIVACY. THIS PROCESS HAS HAMPERED THE WORK OF SUCH UNITS. AS A CHANGE, INTELLIGENCE UNITS SHOULD CONSIDER THEMSELVES AS MORE THAN A DATA DISSEMINATION SERVICE, AND PLACE GREATER EMPHASIS ON INVESTIGATION OF THREATS....BS
