After surveying police-based victim service programs in Canada, this guide examines key issues that planners of such programs must confront: services, administration, training, and use of volunteers.
Abstract
A review of Canadian program models covers variations in services, clients served, staff, and client intake. The guide then addresses needs assessment, goal setting, and service model options. Victim services that police can provide are outlined, such as crisis intervention, case information, property return, victim impact statements, financial aid, referrals, witness services, and transportation. Suggestions regarding organization and administration consider the need for a separate identity, program location, job descriptions, hours of operation, advisory boards, resource directories, recordkeeping, and evaluation. The guide explores ways to achieve program acceptance both within the police department and the community. A section on volunteers discusses benefits, management, and supervision. A summary of key issues and references accompany each section.
