Abstract
The discussion emphasizes that drug control efforts are the outgrowth of many competing and often conflicting perspectives of the drug problem. Individual papers consider the histories of drug use and drug policy in the United States, the emergence of drug abuse treatment as a means of demand reduction, and the connection between drug use and crime. Additional papers detail contemporary efforts at supply and demand reduction, including prevention, intervention, treatment, and international assistance initiatives. Further papers focus on controversies regarding foreign policy implications, drug testing, the link between AIDS and intravenous drug use, and the legalization of drugs.
