This document contains guidelines to assist the management of prison inmates infected with human T-cell lymphotropic virus type III (HTLV-III).
Abstract
The guidelines are applicable to all adult and juvenile correctional institutions in Wisconsin. In correctional facilities, the need for programs to prevent HTLV-III infection depends on the frequency of drug abuse equipment sharing and the frequency of male homosexual activity among inmates and on the prevalence of HTLV-III infection among prisoners. The diagnosis of AIDS can be established based on a medical history, clinical evaluation, and the results of laboratory studies. Counseling inmates on ways to prevent the transmission or acquisition of HTLV-III at the time of testing is desirable. Appropriate referral, social, and psychological support services are necessary for inmates diagnosed as having AIDS or HTLV-III infection. In addition, staff and inmate education on legal issues associated with HTLV-III testing procedures and confidentiality are important. Specific guidelines for identifying and evaluating HTLV-III infection, the confidentiality issue, infection control, support services, and staff and inmate education are offered. Appendixes present supplementary information on AIDS case definition procedures and Wisconsin law. 30 references.
