Abstract
ADMINISTRATIVE SKILLS SUCH AS THE FOLLOWING ARE DISCUSSED - PLANNING, DECISION-MAKING, PERSONNEL MANAGEMENT, HANDLING WORK STOPPAGES AND PERSONNEL CONFRONTATIONS, INSPECTION AND CONTROL, FISCAL MANAGEMENT, POLICE-COMMUNITY RELATIONS, AND COORDINATED POLICE EFFORTS. EACH CONCEPT IS DEALT WITH SEPARATELY, AND CONCISE, PRACTICAL GUIDELINES ARE FURNISHED FOR THE POLICE ADMINISTRATOR TO FOLLOW IN CARRYING OUT HIS RESPONSIBILITIES. EMPHASIS IS ON EVERYDAY APPLICATION RATHER THAN THEORETICAL CONCEPTUALIZATION. FOR EXAMPLE, THE FISCAL MANAGEMENT DETAILS THE KINDS OF BUDGETS USED BY LARGE AND SMALL POLICE DEPARTMENTS AND THE SUPPLEMENTARY INFORMATION WHICH CAN BE USED TO SUPPORT BUDGET REQUESTS. ALSO INCLUDED IS A SUGGESTED TIMETABLE WHICH CAN BE FOLLOWED BY ADMINISTRATORS IN PREPARING THEIR BUDGETS. APPENDED MATERIAL INCLUDES A SALARY INCENTIVE SCHEDULE, A SUGGESTED LIST OF POLICIES AND PROCEDURES, A FORMAT FOR WRITTEN ORDERS AND MEMORANDUMS, AND ORGANIZATIONAL MODELS FOR THREE DIFFERENT SIZED POLICE DEPARTMENTS.
