Abstract
THE PERFORMANCE EVALUATION SYSTEM CONSISTS OF TWO PARTSTHE SERVICE RATING FORM AND THE GROUP COMPARISON FORM. THE SERVICE RATING FORM IS DESIGNED TO EVALUATE THE INDIVIDUAL OFFICER'S ABILITY IN TWENTY ONE SEPARATE JOB RELATED CATEGORIES, SUCH AS COOPERATION, RESPONSIBILITY AND LOYALTY TO THE DEPARTMENT. SUPERVISORS ARE EVALUATED ON THESE SAME TWENTY ONE CATEGORIES, PLUS AN ADDITIONAL NINE WHICH EVALUATE THEIR SUPERVISORY ABILITIES. THE GROUP COMPARISON RATING FORM IS DESIGNED TO COMPARE THE INDIVIDUAL OFFICER WITH THE OTHER OFFICERS OF HIS UNIT BY RANKING THEM FROM FIRST TO LAST ON THE BASIS OF THEIR PERFORMANCE OVER THE RATING PERIOD. IT ALSO MEASURES THE SUPERVISORS CONSISTENCY IN RATING HIS SUBORDINATES. THIS MANUAL PROVIDES INSTRUCTIONS AND GUIDELINES FOR ITS USE, INCLUDING DEFINITIONS AND CRITERIA FOR RATING. THE SERVICE RATING FORM IS APPENDED TO THE MANUAL.
