This Civil Preparedness Guide (CPG), published by the U.S. Federal Emergency Management Agency (FEMA), discusses guidelines and procedures associated with Continuity of Government (COG) responsibilities.
Abstract
During the response and recovery periods generated by natural disasters or national emergencies, the relationship between the executive, legislative, and judicial functions would be guided by this CPG. The preparedness and planning elements enumerated in this document are based on seven elements of COG: succession; predelegation of emergency authorities; emergency action steps; emergency operating centers (EOC's); alternate EOC's; safeguarding vital records; and protection of government resources, facilities, and personnel. The strategy for correcting COG deficiencies consists of identifying the deficiency and developing a remedial action plan.
