ATTITUDES AND GRIEVANCES OF INDIAN POLICE OFFICERS OF DIFFERENT RANKS WERE EXPLORED BY MEANS OF A QUESTIONNAIRE SURVEY OF A STRATIFIED SAMPLE OF FOUR PERCENT OF THE DELHI OFFICERS IN FIVE RANKS.
Abstract
A TOTAL OF 756 OFFICERS WERE SURVEYED. STUDY GOALS WERE TO DETERMINE THE EFFECTS OF PERSONAL FACTORS ON GRIEVANCES, COMMON TYPES OF GRIEVANCES, THE EFFECTS OF EDUCATION AND EXPERIENCE ON GRIEVANCES, AND SUGGESTED REMEDIES. THE QUESTIONNAIRE COVERED SUCH SUBJECT AREAS AS PATROLLING, DIFFICULTIES IN SERVING SUMMONSES AND WARRANTS, GUARD DUTY, ESCORT DUTY, WRITTEN WORK, ADEQUACY OF ADMINISTRATION, WORK ATTITUDES, RELATIONSHIPS WITH COLLEAGUES, AND ATTITUDES TOWARD INVESTIGATIONS. MEAN AGE OF THE CONSTABLES SURVEYED WAS 34 YEARS; OF INSPECTORS, 45 YEARS. OVER HALF OF THE RESPONDENTS PREFERRED ANONYMITY. OFFICERS' GRIEVANCES DIFFERED BY AGE, RANK, AND JOB CHARACTERISTICS, ALTHOUGH THERE WERE MANY QUESTIONS ON WHICH DIFFERENT GROUPS OF OFFICERS AGREED. OFFICERS UNDER AGE 40 HAD FEWER GRIEVANCES THAN DID OLDER OFFICERS. POLICEMEN FOUND PATROLLING TO BE AN ARDUOUS AND TAXING DUTY LARGELY BECAUSE THERE WAS NO COMPENSATION AND RECOGNITION FOR THIS JOB. RESPONDENTS' SUGGESTIONS INCLUDED (1) PATROLLING IN GROUPS; (2) ASSIGNING BEATS IN ACCORDANCE WITH PERSONNEL'S PERFORMANCE CAPABILITIES; (3) PROVISION OF ADEQUATE REST PERIODS AFTER PATROL DUTY, ESPECIALLY NIGHT DUTY; AND (4) ROTATION OF PERSONNEL FOR PATROL DUTY. LACK OF STATIONERY AND A TYPEWRITER AT POLICE STATIONS WAS ANOTHER COMMON COMPLAINT. OTHER COMPLAINTS CONCERNED LACK OF RECOGNITION FOR OUTSTANDING EFFORTS, LACK OF FAMILY LIVING QUARTERS, POOR QUALITY MATERIAL FOR UNIFORMS, POOR FOOD, INADEQUATE MEDICAL FACILITIES, AND FEELING OF DISTRUST WITHIN THE DEPARTMENT.
