This second volume of a training curriculum for juvenile graduated sanctions contains six modules that focus on graduated sanctions in relation to the dispositional court hearing, secure care, transition from secure care to the community, from release to case closure, and action planning for secure care and reentry.
Abstract
Module I, "Background and Definition of All Sanctioning Levels," provides local teams at all demonstration sites in the Graduated Sanctions Project a common knowledge of key definitions and project goals. Module II, "Graduated Sanctions and the Dispositional Juvenile Court Hearing," examines the dispositional hearing as part of a continuum of graduated sanctions, identifies obstacles to implementing such a continuum, notes existing limitations on courts' post-dispositional jurisdiction, and touts the advantages of a specialized reentry court in fostering continuity of care. Module III, "Graduated Sanctions in Secure Care," helps participants to critique their own secure commitment practices and priorities in the context of the offender accountability movement and guides them in redefining institutionalization as a treatment milestone. Module IV, "Transition From Structured Setting to Community," guides participants in defining "transition," and in determining its significance for the success of secure care, as well as for reintegration and community supervision processes. Module V, "Graduated Sanctions From Release to Case Closure," guides participants in comparing and contrasting community supervision strategies, exploring specific approaches to successful supervision, and determining how best to build community support for reentry. Module VI, "Action Planning for Secure Care and Reentry," guides the group in developing its own Action Plan for implementation over the next grant year. Intended for use by instructors, this guide contains module objectives, suggested time, suggested room set-up, guidelines for supplies and equipment, a list of participant materials, suggested instructional methods, and exercises.
