This article details efforts by various States and territories to comply with provisions of the Juvenile Justice and Delinquency Prevention (JJDP) Act concerning detention of juvenile offenders.
Abstract
The 1974 JJDP Act mandated that States receiving formula grants under the act remove status offenders and non-offenders from juvenile detention and adult correctional facilities. In addition, when juveniles and adults are detained in the same secure facilities, the juvenile detainees must be outside the sight and hearing of adult prisoners. Law enforcement agencies across the country are modifying their policies and procedures to be consistent with the jail and lockup removal provisions. This article contains a summary of compliance by the 57 States and territories eligible to participate in the 1990 JJDP Act formula grants program. There are definitions of full and substantial compliance, and brief statements concerning States and territories not in compliance.
