THE FACTORS CONSIDERED IN THIS NEEDS ASSESSMENT ARE: CASELOAD, AVAILABLE JUDICIAL MANPOWER, CIRCUIT CHARACTERISTICS, THE NUMBER OF MILES TRAVELED BY EACH JUDGE, AND THE NUMBER OF RESIDENT PRACTICING ATTORNEYS.
Abstract
THE OPINIONS OF LOCAL OFFICIALS WERE ALSO SOLICITED. THE RESULTS OF THE SURVEY AND RECOMMENDATIONS ARE PRESENTED IN THREE CHAPTERS. EACH OF THE STATISTICAL TABLES IN THESE CHAPTERS INCLUDES DATA FOR ALL 42 JUDICIAL CIRCUITS AND THE AVERAGE VALUE IN THE STATE FOR EACH COLUMN OF DATA. CHAPTER ONE PRESENTS DATA ON CASELOAD AND JUDICIAL MANPOWER IN THE STATE BY CIRCUIT IN SEVEN TABLES AND BY ADMINISTRATIVE DISTRICT IN ONE TABLE. CHAPTER TWO PRESENTS THE DATA WHICH DOES NOT MEASURE DIRECTLY THE CASES THAT THE COURT MUST HEAR, BUT IS RELATED TO DEMANDS ON JUDICIAL TIME EITHER DIRECTLY OR INDIRECTLY. CHAPTER THREE PRESENTS SUMMARY DATA ON THE CASELOAD, JUDICIAL RESOURCES, AND DEMOGRAPHIC CHARACTERISTICS USING THE CIRCUIT AS THE UNIT OF ANALYSIS AND PRESENTS THE CONCLUSIONS AND RECOMMENDATIONS CONCERNING THE NEEDS FOR ADDITIONAL JUDGESHIPS IN EACH CIRCUIT. ADDITIONAL SUPERIOR COURT JUDGESHIPS ARE RECOMMENDED FOR 10 OF THE STATE'S 42 JUDICIAL CIRCUITS. FIVE OF THE TEN ARE ONE-JUDGE CIRCUITS IN WHICH THE SINGLE JUDGE HAS ADMINISTRATIVE DUTIES AS WELL AS TRAVEL REQUIREMENTS.
