FINDINGS OF A SURVEY CONCERNING GED (GENERAL EDUCATIONAL DEVELOPMENT) TESTING PROCEDURES IN STATE-OPERATED PENAL INSTITUTIONS, CONDUCTED BY PROJECT NEWGATE.
Abstract
THE SURVEY INCLUDED THE 50 STATES, AND WAS DIRECTED TO THE STATES' DEPARTMENTS OF EDUCATION, RATHER THAN TO THE CORRECTIONAL SYSTEMS. THE SURVEY REVEALED A GENERAL INEFFECTIVENESS OF THE GED IN EVALUATING INDIVIDUAL EDUCATIONAL PROGRAMS, AND A LACK OF RESEARCH INTO CORRELATIONS BETWEEN GED TEST SCORES AND RECIDIVISM, FREQUENCY OF EARLY PAROLE, JOB RETENTION, ETC. FURTHER STUDY OF GED IMPLEMENTATION IS NECESSARY TO BETTER EVALUATE ITS ROLE IN TOTAL REHABILITATION EFFORTS. QUESTIONNAIRE AND SUMMARIZED RESPONSES ARE APPENDED.
