This annual report chronicles the efforts and accomplishments of the tenth year of implementation of California's Gang Violence Suppression (GVS) Program (fiscal year 1990/91).
Abstract
Whereas the funding available for the GVS Program grew incrementally during the first 8 years of implementation, there was a 15-percent decrease in funding over the last 2 years. This decrease was caused by the elimination of Federal funds previously available under the Justice Assistance Act of 1985. The GVS Program temporarily postponed the impact of this funding reduction by rearranging the distribution of funds among the program components. By delaying the impact of the reduction, the GVS Program was able to achieve good results through the continued implementation of several projects in local communities, which would have otherwise been discontinued. The law enforcement component was implemented by 14 projects with $1,160,975 in grant funds. These projects investigated over 17,600 gang-related crimes and arrested over 13,500 gang members. The prosecution component was implemented by 12 projects with $1,042,038 in grant funds. These projects prosecuted over 1,300 defendants resulting in 575 convictions. The probation component was implemented by nine projects with $1,042,719 in grant funds. The prevention component was implemented by 13 projects with $875,967 in grant funds. The drug prevention element, which provided special drug emphasis and activities to select target populations, was implemented by four projects with $236,000 in grant funds. The education component was implemented by 14 projects with $1,770,866 in grant funds. The Office of Criminal Justice Planning continues to recommend the expansion of the GVS Program to include previously unaffected counties hit hardest by gang violence.
