The long-range plan by the Judicial Conference regarding the future of Federal courts advocates a change in legislative perspective.
Abstract
The proposed plan has been circulating since November 1994, although the current version is dated March 1995. The Judicial Conference recognizes that Federal judges are most concerned about the extraordinary growth in case filings and the impact of this growth on the justice system. The plan calls for ending the trend in the growth of Federal caseloads. It also calls for maintaining Federal courts as "special purpose courts" designed and equipped to adjudicate a small number of disputes involving important national interests. Substantive recommendations of the plan are discussed that focus on jurisdiction, structure, and governance. An overview of the plan and its thematic structure is provided. 39 notes
