In its first 7 years of operation, the toll-free hotline established by the General Accounting Office (GAO) to receive information on fraud, waste, and mismanagement in the Federal Government has received more than 74,000 calls resulting in 11,828 cases warranting further review.
Abstract
The 11,828 cases were reported between January 18, 1979 and January 17, 1986. The GAO referred most of the cases to 26 Federal agencies for further review. Alleged improper activities most often involved Federal employees only, individual recipients of Federal assistance, or Federal contractors or grantee organizations. Reported conduct includes private use of government property, theft, improper receipt of benefits, overbilling or improper expenditure of public funds, bribery, and conflict of interest. A total of 9,199 cases have been closed, including 1,349 that were substantiated and 493 that were unsubstantiated but that resulted in preventive actions. The US Department of Justice prosecuted 117 cases, securing convictions in 41. The hotline has identified millions of dollars of waste, fraud, and abuse. 21 summaries of substantiated cases.
