Leadership in law enforcement consists of the process of articulating the mission, values, and vision of the organization within the context of a long-range strategic plan and the empowerment of subordinates to implement the plan.
Abstract
Organizational vision is a clear image of a desirable future that represents an achievable, challenging, and worthwhile long-range target. The mission statement makes the organizational vision concrete by specifying the purpose for which the organization exists; it sets priorities for decisionmaking. A values statement is a proclamation of the moral and ethical qualities to which the organization is committed. Whereas the mission statement describes where the organization is going, the values statement specifies how it will get there. It is a guide to what behaviors are acceptable and supported within the organization. The organizational vision, mission statement, and values statement provide the framework that supports management decisions by establishing the rationale for actions. The actions then come through the empowerment of organizational personnel to perform their duties in accordance with organizational policy. Empowerment involves approving, authorizing, and enabling others to participate in the process of change within the organization. It often involves sharing power with subordinates and allowing them sufficient leeway to accomplish tasks their own way. 3 references
