Colorado's Division of Youth Services proposes changes in its administrative services, an increase in the use of community-based corrections, and other actions to respond to the problems of overcrowding and substandard facilities confirmed by several surveys and studies.
Abstract
The Division plans to establish a regional administrative structure and to reduce the number of current institutional beds form 354 to 166. Consolidating some programs, developing 176 contracted community corrections beds, closing some facilities, and renovating another facility would be the specific steps to achieve this goal. The division also proposes building four new detention facilities, renovating designated facilities, and reorganizing service delivery. The new system would have 625 client slots, a drop of only 5 from the current number but a major change from the current state-run institutionally based system to a community-based contractual program.
