A survey was conducted of United Nations member states to examine implementation of the Code of Conduct for Law Enforcement Officials.
Abstract
Replies from 62 states indicate that the provisions of the code are considered important and that many of them were embodied in existing national legislation. Steps taken to implement the code included making it available to officials, providing training, and holding seminars. Budgetary, social, economic, cultural, and technical obstacles to implementation also were identified. Controls on the use of force and firearms were embodied in legislative penal measures and administrative regulations. All countries mentioned that certain violations of the code were punishable under penal laws. All respondents also reported disciplinary and administrative safeguards against violations of the code. Training, information dissemination, and technical assistance were among recommendations for enhancing implementation of the code.
