OCTOBER 24, 1972 REPORT ON A PERSONNEL ADMINISTRATION STUDY DESIGNED TO ASSIST THIS 17-MAN DEPARTMENT IN DEVELOPING A MERIT SYSTEM AND IMPROVED RECRUITMENT, PROMOTION, AND SEPARATION PROCEDURES.
Abstract
THE EXISTING PERSONNEL ADMINISTRATION AND TRAINING POLICIES ARE ANALYZED AND SPECIFIC RECOMMENDATIONS MADE FOR IMPROVEMENT. RECOMMENDATIONS INCLUDED THE REPLACEMENT OF WORD-OF-MOUTH RECRUITMENT BY POSITIVE RECRUITMENT MEASURES AT EDUCATIONAL INSTITUTIONS AND MILITARY ESTABLISHMENTS; REQUIRING TWO TYPES OF WRITTEN ENTRY EXAMINATIONS IN ADDITION TO THE ORAL EXAMINATION; APPOINTMENT OF ALL RECRUITS IN A CIVILIAN STATUS UNTIL COMPLETION OF FORMAL RECRUIT TRAINING; INSTITUTING TRAINING AND EDUCATIONAL PAY INCENTIVES; BIANNUAL PERFORMANCE EVALUATIONS; AND DOCUMENTATION OF REASONS FOR EMPLOYEE DISCIPLINARY ACTIONS OR DISMISSAL.
