This final report from the Michigan State Police, Forensic Science Division, describes the expansion of DNA casework capability under a Federal grant that covered the period March 30 to September 30, 1998.
Abstract
The grant funded a large expansion of casework capability for the State Police Laboratory and an expansion of the PCR (polymerase chain reaction) capability of both the State Police and Detroit Police Department's crime labs. Program objectives were met, as the PCR and STR (short tandem repeat) systems are currently being validated and are available for casework in both the State Police East Lansing and Northville Laboratories, as well as in the Detroit Police Laboratory. The Northville DNA facility was completed in April 1998 and formally opened in June 1998. All equipment shown on the budget detail sheet was used in the Northville facility and to improve the CODIS equipment at the East Lansing facility. Supplies bought under the grant permitted the validating of the STR project. Data processing equipment has been used to integrate the three sites for CODIS uploading. The travel portion of the grant was used for analysts from the laboratories to travel to East Lansing for training. In addition, eight persons from the State Police attended a training session on STRs offered at the Orlando Laboratory of the FDLE. Two persons from the Detroit Crime Lab attended the Perkin Elmer class on Forensic Human Identity Testing.
