A followup study focused on the progress in implementing the recommendations made in a 1989 audit of the management, operations, and expenditures of the judiciary in Hawaii.
Abstract
The audit found many problems, including the lack of a clear structure of management authority and responsibility, inadequate policies that were often ignored, and deficiencies in records and financial operations. The followup study revealed slow, but steady progress in the areas in which improvements are needed. The judiciary has demonstrated a willingness to recognize problems and a commitment to solving them. It has made important changes in organization that clarify the roles and responsibilities of judges and court administrators. Progress is being made in case flow, records management, personnel management, and financial management. However, vacancies in the district courts and elsewhere have hampered some efforts. The information system that is a priority is now in the planning stage.
