The articles in this special issue reflect a new way of looking at the role of the jail in the local criminal justice system.
Abstract
This approach emphasizes shifting attention away from operational issues to discussing broader criminal justice policy and the appropriate role of the various system components, including jails. The first feature article describes a program in Michigan County that requires inmates to defray the costs of their incarceration. Another article discusses a new vision for making offenders more accountable and offering opportunities for change in the corrections mission. The remaining articles in this issue examine ways to improve correctional facility design, the provision of mental health and substance abuse services in jails, and partnerships between the community corrections department and the local jail.
