This plan explains how the Illinois Department of Corrections intends to meet the housing, education, training, correctional industries, and other programming needs of the increasing population of adult female inmates.
Abstract
In the 5 years since 1990, the adult female inmate population has increased by 75 percent to 1,723. Women now make up 4.8 percent of the total inmate population. For many, the incarceration period is brief and usually for a nonviolent offense. The woman enter prison with many longstanding deficiencies and destructive dependencies. Most raise children and are the primary caregivers; their children are at risk for repeating the same destructive cycles. The department provides programming that is specialized to females not only in content but also in delivery. Programs focus on the women's special issues, including child care, parenting, domestic assault, drug abuse, medical care, mental health, and physical and sexual abuse. The administration of programs and assignments for female inmates also differs from that for males. Tables and 26 references
