This report provides information about the volume and movements of offenders under supervision of the Wisconsin Division of Corrections during the fiscal year 1989, such as those in adult and juvenile correctional facilities and those residing in the community under conditions of parole, probation, mandatory release, special action early release, and juvenile aftercare supervision.
Abstract
Three tables present average daily populations and movements of offenders; a fourth table presents information on offenders who absconded from or were returned to field supervision during the reporting period. An additional table shows trend data on daily average populations for community supervision and institutions cases for the fiscal years 1985 through 1989. There was an increase in both adult and juvenile offenders resident in Wisconsin facilities during 1989; the number of offenders under community supervision and the number of community supervision cases on absconder status also increased. The adult offender average daily parole population in 1989 reached a high for the previous five years. But the juvenile aftercare average daily population, at a five-year high in 1987, decreased over 14 percent in 1989. While correctional institutions average daily populations continued to rise steadily, juvenile institutions' average daily populations remained stable for the second consecutive year.
