ARTICLE DISCUSSES EFFECTS OF NATIONAL ADVISORY COMMISSION PROPOSALS ON FEDERAL, STATE, AND LOCAL FINANCNG OF CRIMINAL JUSTICE.
Abstract
SINCE 1965 THERE HAS BEEN AN 80-90 PERCENT INCREASE IN MONEY SPENT ON CRIMINAL JUSTICE. THE EXPENDITURES FOR STATE AND LOCAL GOVERNMENTS HAVE REMAINED FAIRLY STABLE, HOWEVER, AND THE FEDERAL GOVERNMENT HAS TAKEN UP MOST OF THE COSTS. THE NATIONAL ADVISORY COMMISSION BELIEVES THAT FOR COURT, DEFENDERS, AND CORRECTIONAL SERVICES, THERE SHOULD BE FULL STATE FINANCING. FOR PROSECUTION SERVICES, THERE SHOULD BE STATE FINANCING OF CENTRAL TECHNICAL ASSISTANCE ACTIVITIES. FOR POLICE SERVICES THERE SHOULD BE STATE FINANCING OR ASSISTANCE FOR A CLUSTER OF FUNCTIONS, AND SUBSIDIZATION OF A SUBSTANTIAL PORTION OF LOCAL POLICE TRAINING AND SALARIES....BS
