Abstract
This guide incorporates by reference the provisions of the Office of Management and Budget circulars and government-wide common rules applicable to grants and cooperative agreements. Requirements for avoiding conflict of interest are also specified. A section on pre-award requirements describes the application process, conditions of award and acceptance, and standards for financial management systems. A section on post-award requirements covers payments, period of availability of funds, matching or cost-sharing, program income, adjustments to awards, property and equipment, allowable costs, confidential funds, subawards, procurement under awards of Federal assistance, reporting requirements, retention and access requirements for records, sanctions, termination for convenience, costs requiring prior approval, unallowable costs, indirect costs, closeout, and audit requirements. The concluding section of the guide focuses on organizational structure and legislative authority for the issuing of grants by the specified U.S. Justice Department agencies encompassed under the Office of Justice Programs, which provides Federal leadership in developing the Nation's capacity to prevent and control crime, administer justice, and assist crime victims.
