THIS DESCRIPTIVE REPORT ON FEDERAL LAW ENFORCEMENT AGENCY MISSIONS, ACTIVITIES, AND PRIORITIES, PRESENTS RESULTS OF A SURVEY OF 113 FEDERAL ORGANIZATIONS INVOLVED IN LAW ENFORCEMENT.
Abstract
THE SURVEY, COMMISSIONED BY THE OFFICE OF THE PRESIDENT, GATHERED DATA ON THE FOLLOWING AGENCY CATEGORIES: POLICE AND PREVENTIVE PATROL, PROPERTY OR FACILTIES SECURITY/PROTECTION, EMPLOYMENT AND PERSONNEL SECURITY INVESTIGATIONS, OTHER EMPLOYEE-RELATED INVESTIGATIONS, PERSONAL PROTECTION OR SECURITY, CRIMINAL INVESTIGATION/ENFORCEMENT, REVENUE OR TAX INVESTIGATION/ENFORCEMENT, REGULATORY INVESTIGATION, AND OTHER CIVIL INVESTIGATION/ENFORCEMENT. RESPONSES WERE COLLECTED ON THE TOPICS OF PERSONNEL PRACTICES AND POLICIES, FINANCIAL RESOURCES, PHYSICAL FACILITIES, AND ORGANIZATION AND PROGRAM MANAGEMENT. FINDINGS INDICATE THAT PERSONNEL POLICIES ARE FRAGMENTED AND INCONSISTENT AMONG AGENCIES, ALTHOUGH MOST AGENCIES DO ADHERE TO A FEDERAL GOVERNMENT POSITION SERIES. EMPLOYEE TRAINING POLICIES AND EMPLOYEE REQUIREMENTS VARIED SIGNIFICANTLY. OVER ONE-THIRD OF THE AGENCIES CAME INTO EXISTENCE AFTER 1970, AND IN THE FISCAL YEAR 1977, WERE ASSIGNED A BUDGET OF $4.6 BILLION IN FEDERAL FUNDS. THE LARGEST PART OF THESE FUNDS ARE ABSORBED BY THE REGULATORY AND CRIMINAL INVESTIGATION AGENCIES. THE SURVEY FOUND LACK OF COORDINATION, ABSENCE OF POLICY DIRECTION, DUPLICATION OF EFFORTS AND PHYSICAL FACILITIES (PARTICULARLY AUTOMATED DATA PROCESSING CAPABILITIES), AND OVERLAP WITH STATE AND LOCAL JURISDICTION ACTIVITES AND RESPONSIBILITIES. TABULAR DATA, THE SURVEY INSTRUMENT, AND ORGANIZATION PROFILES ARE APPENDED IN SEPARATE VOLUMES. (DAG)
