DESCRIPTION OF A SYSTEM USED BY THE NORFOLK (VA) POLICE THAT EMPLOYS COMPUTER CAPABILITY TO FACILITATE THE SEARCH AND RETRIEVAL OF FINGERPRINT FILES FOR COMPARISON WITH LATENT PRINT EVIDENCE.
Abstract
THE FACILITIES, CAPABILITIES, AND RESOURCES OF FAST (FINGERPRINT ACCESS AND SEARCHING TECHNIQUE) ARE DISCUSSED. BASIC CONSIDERATIONS FOR REPLICATING FAST AS AN ADJUNCT TO MANUAL SEARCHES IN OTHER JURISDICTIONS ARE REVIEWED. COSTS AND RESULTS ARE EXAMINED THROUGH MAN-HOURS EXPENDED ON DEVELOPING AND ENCODING THE CORE FILE AND CONDUCTING SEARCHES. FINDINGS INCLUDE THAT THE OPERATION OF FAST HAS DEMONSTRATED THAT THE SYSTEM CAN BE IMPLEMENTED WITH A MINIMUM OF EXPENSE AND THAT RESULTS CAN BE ACHIEVED WHERE NONE WERE PREVIOUSLY POSSIBLE.
