A PROGRAM OF EXPERIMENTAL RESEARCH ON POLICE EFFECTIVENESS IS DESCRIBED AS IT WAS CONDUCTED IN THE NETHERLANDS BY THE RESEARCH AND DOCUMENTATION CENTRE OF THE MINISTRY OF JUSTICE.
Abstract
THE ORIGINAL GOAL OF THE RESEARCH WAS TO EVALUATE THE EFFECT ON CRIME LEVELS OF VARIOUS POLICIES RELATING TO INVESTIGATION AND REFERRAL FOR PROSECUTION. CRIMINAL INVESTIGATION DEPARTMENTS PROVIDED THE STARTING POINT FOR THE PROGRAM, AND TWO APPROACHES TO IMPROVING EFFECTIVENESS WERE IDENTIFIED-INTENSIFYING OR REDISTRIBUTING INVESTIGATIVE RESOURCES, AND MOUNTING PUBLICITY CAMPAIGNS. THIS PROGRAM, WHICH PROVED TOO LIMITED TO MEET THE REQUIREMENTS OF THE POLICE, WAS REPLACED WITH A SECOND RESEARCH PLAN. THREE SETS OF FACTORS--POLICE RESISTANCE, THE FINDINGS OF AMERICAN RESEARCH, AND PROBLEMS IN THE TRIPARTITE CONSULTATIVE PROCESS--HAD THEIR IMPACT ON THE DEVELOPMENT OF THE SECOND RESEARCH PROGRAM. IN UTRECHT, THE ENTIRE POLICE CORPS IS BEING REORGANIZED ALONG TEAM POLICING LINES. AS PART OF THE PROJECT, WHICH HAS A PLANNED COMPLETION DATE IN 1980, A NUMBER OF DIFFERENT CRIME PREVENTION SCHEMES WILL BE UNDERTAKEN. THE PROJECT'S PRIMARY GOALS ARE TO ACHIEVE AN INCREASED DETECTION RATE FOR BURGLARY AND THEFT WITH A REDUCED INVESTMENT OF MANPOWER, AND TO COME TO TERMS WITH ORGANIZED CRIME. SECONDARY GOALS ARE TO INCREASE DETECTIVES' JOB SATISFACTION AND TO IMPROVE THE INTEGRATION OF PATROL AND INVESTIGATION DEPARTMENTS. DATA WILL BE COLLECTED FROM POLICE AND COURT RECORDS. ADDITIONAL INFORMATION WILL BE COLLECTED TO DOCUMENT THE IMPLEMENTATION OF THE PROJECT AND TO ASSESS THE ATTITUDES OF PARTICIPANTS. FINDINGS SHOULD BE REPORTED EARLY IN 1980. THIRTEEN REFERENCES ARE PROVIDED.
