PROGRAM AND ITS COMPONENT PROJECTS ARE DESCRIBED TO ILLUSTRATE THE APPROACH TO AND ELEMENTS OF EVALUATION PLANNING WITHIN THE CONTEXT OF THE IMPACT PROGRAM.
Abstract
THE EXAMPLE USED IN THIS REPORT IS A POLICE COMMAND AND CONTROL PROGRAM. ITS COMPONENT PROJECTS, TAKEN FROM ACTUAL POLICE GRANT APPLICATIONS, ARE DESCRIBED ONLY TO THE EXTENT NECESSARY FOR UNDERSTANDING THE EVALUATION OF THE OVERALL PROGRAM. THE VARIOUS PROBLEMS ENCOUNTERED BY THE PROGRAM EVALUATOR IN THE COURSE OF HIS EFFORTS ARE DISCUSSED. AS A PROGRAM (RATHER THAN A PROJECT) EVALUATION COMPONENT, THIS REPORT STRESSES THE RELATIONSHIP BETWEEN DATA GATHERED FOR THE EVALUATION OF INDIVIDUAL PROJECTS AND THE DATA NECESSARY FOR PROGRAM EVALUATION. AN ATTEMPT WAS MADE TO MAKE THE SCOPE OF THIS EXAMPLE BROAD ENOUGH TO FACILITATE ITS APPLICATION TO OTHER SITUATIONS. (AUTHOR ABSTRACT MODIFIED)
